Very good that you brought to our attention the Kauffman Index of Entrepreneurial Activity. It is a great source to follow up business starts at national and states level. I always use it when I need national information. The difference with the Global Entrepreneurship Monitor is that GEM focuses on the dynamics of entrepreneurship in countries around the world.

I have one concern about your Kaufman Index: its definition of "Entrepreneurial Activity" as "the percentage of the population of non-business owning adults who start a business each month". I think it is limited and static to analyze such a dynamic field as entrepreneurship.

Here are a couple of examples: in your Kauffman Index of Entrepreneurial Activity State Report 2005, I missed to see a more profound assessment why Vermont has the highest proportion of business starts and Delaware has the lowest. In your Kauffman Index of Entrepreneurial Activity National Report 1996-2005 I would like to know why women showed a lower propensity than men to start business in this time interval. Or why immigrants in the United States showed a notoriously higher propensity to start businesses than native-born. And overall why do you think that individuals with "less than high school" education (table 5) consistently show higher propensity to start businesses than individuals at higher educational levels? (In other words, is it possible to infer that "necessity" entrepreneurship is considerably higher than "opportunity" entrepreneurship in the U.S.?) ... In any case I commend your efforts in the Index and Reports because they bring attention and open questions on the development of this important business field in the United States.

For another individual-owner based measure of

entrepreneurship somewhat similar to the GEM

measure take a look at the Kauffman Index of Entrepreneurial Activity.
