Can anyone recommend a clear, practitioner oriented mentoring resource that
helpsdevelop new leaders, particularly female entrepreneurs?

Mentoring is messy if doneright but it pays off for the entrepreneurs and for the whole entrepreneurial ecosystem.

The TechStars model rocks hard. (#1 accelerator, it's mentoring on steroids)
First, you find a large number of amazing mentors.
Second, let THEM drive the boat.[This is NOT for amateurs, no matter how smart or how passionate.. they have to really know their stuff & really, really get the expert entrepreneurial mindset. This will rule out most non-entrep faculty, LOL]
Third, identify rock star entrepreneurial teams [ideally at similar stages]
Fourth, mentors will beat teams' biz models savagely until they speak fluent "Customer".
    Fifth.. launch (& celebrate!)

Meanwhile, check out the new David Cohen/Brad Feld book "Do Better Faster" and if your focus is female entrepreneurs, start checking the various groups leading this like Golden Seeds (angel group for women-led ventures).

Peer Mentoring is good too - contact your local EO chapter, they are brilliant at this.

More hybrid approaches - check with Rob Wuebker at U of Utah re the "foundry" model

One way to pull mentors out of the woodwork is an event like a Startup Weekend -again, an almost anti-academic model but great fun & can succeed on largely peer mentoring but gives expert mentors the excuse to come help!
